About Us

David Rubalcava serves as a VA Accredited Attorney with AccessVA Benefits. He obtained a Juris Doctor with a focus on business law from Western State University College of Law. His desire to help veterans transpired after discovering that veterans needed legal and professional assistance to resolve their complex cases. He brings experience from a variety of fields being successful in formulating resolution strategies for basic and complex legal issues involving estate planning, asset protection, real estate, business law, immigration, and probate. He has also been a part of complex litigation and historic high profile cases involving major banks, the US Attorney’s Office, the Federal Reserve, and the Office of the Comptroller of the Currency.

David is actively involved in supporting his community. The State Bar of California awarded him the Wiley W. Manuel Certificate, an award that recognizes the contribution of legal professionals who volunteer their time and expertise on behalf of those in the community.

Mark Andra is one of the founders of Access VA Benefits. After graduating from the Marriott School of Management with a degree in Business/Marketing, Mark immediately entered the workforce. Over the course of 30 years he has built a number of successful businesses with his work ethic and creativity, but namely his desire to connect with and serve others.

Mark has a long family heritage of veteran service members, and he honors all those who have sacrificed their lives and livelihoods to protect our country’s freedoms. His desire to give back to those who have sacrificed so much led him to take on the opportunity to help veterans navigate the process of obtaining disability benefits they earned through their selfless service.

Johnny Borrelli is one of the founders of Access VA Benefits. His desire to provide great service to veterans transpired when he discovered a need for his own family and friends who suffered from active-duty-related ailments once they had completed their honorable military service.

Having attained vast experience from working previously with a VA Accredited law firm, as well as being trained by a former VSO, Johnny looks to share what is needed from his experience with those who need our services. Johnny works to assist our VA Accredited attorney with whatever knowledge that is needed to help veterans attain the disability benefits that they selflessly earned through the course of their time in active duty.

Dr. O’Loughlin serves as the Access VA Benefits medical expert. His desire to help veterans was fostered when he worked at the VA hospital in Salt Lake City, UT, helping veterans through the MOVE! Weight Management Program. He completed his undergraduate studies in Exercise Science and Philosophy at Brigham Young University, then earned a Master’s in Public Health at the University of Utah. After completing medical school in Missouri, he did a residency in Family Medicine, and went on to do fellowship training in Sports Medicine. 

Dr. O’Loughlin’s current medical practice includes sports medicine and general orthopedics, as well as occupational medicine. He continues to serve veterans in his community and is eager to use his expertise to help them attain the disability benefits they earned through their service to our country.

Josh has been a Certified Athletic Trainer for 9 years.  He attained his undergraduate degree in Sports Medicine and Athletic Training from Missouri State University, then earned a Master’s of Science in Athletic Training from Missouri State University.

Ensuring Veterans get the benefits and care they deserve is very personal to him as he is a Veteran of the United States Marine Corps and has deployed to Iraq. He currently works as a physician liaison at an orthopedic hospital, coordinating patient care between different providers. He looks to bring his experience as a Veteran to our team to help others attain the disability benefits they deserve.
